GlobalSign issues the digital certificate after confirming the identity and information of the individual (or, signer).

Once certificate request is placed, a vetting request gets placed to the GlobalSign vetting agents. 

A vetting Agent than contacts the individual who applied for the certificate and further guide though the process for identification.
